Incumbent Property Appraiser Pam Dubov is retiring after eight years in office. Elected in the wake of a scandal, she has provided steady leadership and sound service to the public. The office faces new challenges with her departure, including more impending retirements of senior staffers with institutional memory. The office also needs to upgrade both the software it uses to appraise Pinellas properties and the website that serves as the public portal.

In the United States, appraisals are for a certain type of value (e.g., foreclosure value, fair market value, distressed sale value, investment value). The most commonly used definition of value is Market Value. While Uniform Standards of Professional Appraisal Practice (USPAP) does not define Market Value, it provides general guidance for how Market Value should be defined:

But, officials estimate the value of the properties would go up as a result of the improvements. They expect that the owners of the properties would pay about $11,164 more each year in taxes because of the increased property value. It’s that amount — about $62,343 in city and county taxes — that the two governments would forego as a result of Tuesday’s vote. 2. Investment method. Used for most commercial (and residential) property that is producing future cash flows through the letting of the property. If the current estimated rental value (ERV) and the passing income are known, as well as the market-determined equivalent yield, then the property value can be determined by means of a simple model. Note that this method is really a comparison method, since the main variables are determined in the market. In standard U.S. practice, however, the closely related capitalizing of NOI is confounded with the DCF method under the general classification of the income capitalization approach (see above).

 	Congratulations to the Town of Eatonville Florida for winning a $25,000 grant from the Robert Wood Johnson Foundation for improving the overall health of its residents. Initiatives such as Healthy Eatonville Place caught the attention of the foundation because of its community outreach success in diabetes prevention and management. Town officials also showcased programs addressing economic issues that affect physical health like access to healthy food with a community garden with organic fruits and vegetables offered free of charge to residents. As one of the smallest cities or towns in Orange County, Eatonville is an excellent example of grass roots problem solving.

Both actions put a lot of money back into the economy. The Fed is starting to raise interest rates, he says, and the tax cut boost is temporary.
