PINZ incorporated much of the membership of the NZIV, the Institute of Plant & Machinery Valuers (IPMV) and the Property & Land Economy Institute of New Zealand (PLEINZ). PINZ now represents the interests of valuers, property and facilities managers, property advisors and plant and machinery valuers. PINZ has developed into one of the largest professional bodies for standards, qualifications and ethics across all facets of the property profession within New Zealand. It works with government, industry and other professional associations, education stakeholders and the media to promote its standards and views.[33]
The proposed property tax rate, or millage rate, is set by various taxing authorities. Pinellas County is one taxing authority. There are others, such as the School Board and the individual municipalities. Based on their proposed budgets, they determine a “proposed” millage rate. One mill is equal to $1 for every $1,000 of taxable property value. Once the proposed millage rate is set, the taxing authority cannot raise it, though it is permitted to set it at a lower rate.
Twitty, 49, brings a wealth of knowledge to the position. A lifelong Pinellas County resident and University of Florida graduate, he went to work for Entreken Associates, a small local appraisal firm, and eventually bought an ownership stake. Entreken later merged with other firms to form Valbridge Property Advisors, a national company handling residential and commercial appraisals and eminent domain cases. Twitty has appraised thousands of properties of varying types and holds the field's highest professional designation. As a director with Valbridge, he has extensive management experience that will be key to running a professional office that serves the public. He has a vision for modernizing the office, including creating a user-friendly, one-stop-shopping website that can generate reports on individual properties and includes zoning and land use information, tax records and other public records.
A home appraisal is an unbiased estimate of the true (or fair market) value of what a home is worth. All lenders order an appraisal during the mortgage loan process so that there is an objective way to assess the home’s market value and ensure that the amount of money requested by the borrower is appropriate. The appraisal can include recent sales information for similar properties, the current condition of the property, and the location of the property, i.e., insight as to how the neighborhood impacts the property’s value.
Although appraisers and assessors of real estate work in offices, they may spend a large part of their time conducting site visits to assess properties. Time spent away from the office depends on the specialty. For example, residential appraisers tend to spend less time on office work than commercial appraisers, who might spend up to several weeks analyzing information and writing reports on one property. Appraisers who work for banks and mortgage companies generally spend most of their time inside the office, making site visits only when necessary.
If your loan is a conventional loan, then it is subject to the rules of the Home Valuation Code of Conduct (HVCC). Barb Torres, an accredited senior appraiser says, "As soon as the parties find an appraiser is coming out who is not familiar with the local market, they have every right to contact the lender (preferably in writing) to DEMAND a local appraiser be used."
Once you’ve read the appraisal report and reviewed the appraiser’s supporting documents, you can challenge it if you think it is inaccurate or doesn’t take into consideration new or important data about the property or comparable homes. Most lenders review appraisals through a strict system of checks and balances that compares the appraisal report to other appraisals on all known sales in your neighborhood. This internal review system can catch discrepancies that should be investigated, but any information you can provide to your lender will help.
Because of a terrible quirk in state law, the next Pinellas County property appraiser will be chosen only by Republicans in the Aug. 30 primary. The two candidates are Mike Twitty, a veteran appraiser in the private sector, and Jim Frishe, a former state legislator. There is no Democratic candidate, but the presence of a write-in candidate in November means only Republicans get to vote in a primary that should be open to all voters. Twitty is the clear choice.
Appraisals can be assigned to nearly any item, including real estate. Appraisals are conducted by individuals called appraisers. Appraisers are educated in a variety of market valuation methods and are recognized by a regulatory authority as being capable of issuing an accurate valuation. For instance, an appraisal on an antique will take into account such variables as age, condition, origin, and availability of authenticating documentation.
A property's appraisal value is influenced by recent sales of similar properties and by current market trends. The home's amenities, the number of bedrooms and bathrooms, floor plan functionality and square footage are also key factors in assessing the home's value. The appraiser must do a complete visual inspection of the interior and exterior and note any conditions that adversely affect the property's value, such as needed repairs.

In the United States, the most common usage relates to real estate and personal property appraisals, while the term is often used to describe a person specially appointed by a judicial or quasi-judicial authority to put a valuation on property, e.g. on the items of an inventory of the Tangible Property of an Estate (IRS law) of a deceased person or on land taken for public purposes by the right of eminent domain. Appraisers of imported goods and boards of general appraisers have extensive functions in administering the customs laws of the United States. Merchant appraisers are sometimes appointed temporarily under the revenue laws to value where there is no resident appraiser without holding the office of appraiser (U.S. Rev. Stats. § 2609).[1]
I spoke with John about getting an appraisal for the home I was purchasing and even though it was short notice, he was able to fit me in the next week. I gave him my information and told him the last inspector I called had agreed but had to back out when he found out how large the house was, but John said it would be no problem, and figured it would take a couple of days to do the appraisal and get the proper amount of comps. I had no problem with his fee, as I know that large houses can cost even more to inspect and appraise and thought his prices were reasonable-- especially considering how quickly he was going to get it done. Right after our phone conversation he sent me an email and sent the contract, which I signed and emailed back, and gave him my credit card info., which made it very easy to deal with versus writing another check-- which you write so many of in the house purchasing process. He arrived promptly and introduced himself, and was just as pleasant in person as he was on the phone. He did a thorough job of going through the house, and really seemed to know his business very well. He was nice enough to point out some positive aspects about the house we were purchasing, and pointed out many details. He was very knowledgeable about the housing industry and houses in general as well, and after business talk, it was nice he took the time to just chit chat for a bit. After speaking with me on the phone and chatting at the house, he gave me some great information about places he thought I would be interested in visiting, because he figured out pretty quickly I was a nerd who would be into some of the places he mentioned. He was right! Great information and advice! I really enjoyed doing business with John, who I found interesting, knowledgeable, and excellent to work with, and if I ever need another appraisal, he is definitely the one to call! At other times, a buyer may willingly pay a premium price, above the generally accepted market value, if his subjective valuation of the property (its investment value for him) was higher than the market value. One specific example of this is an owner of a neighboring property who, by combining his own property with the subject property, could obtain economies-of-scale. Similar situations sometimes happen in corporate finance. For example, this can occur when a merger or acquisition happens at a price which is higher than the value represented by the price of the underlying stock. The usual explanation for these types of mergers and acquisitions is that "the sum is greater than its parts", since full ownership of a company provides full control of it. This is something that purchasers will sometimes pay a high price for. This situation can happen in real estate purchases too.
